INTERNAL AFFAIRS COMPLAINT PROCEDURE
POLICY:
All complaints against the department or its employees shall be investigated in a thorough and timely manner. Investigations shall be conducted to ensure: that prompt corrective action is taken when personnel conduct themselves improperly; that personnel are shielded, to the degree possible, from unwarranted criticism pursuant to the discharge of official duties; and that training needs associated with the delivery of services are identified.
PROCEDURE:
- Persons wishing to lodge a complaint against the department or its employees should address their concerns to supervisory or administrative personnel whenever possible.
- Complaints may be lodged in person, by mail or by telephone. Mail should be addressed to the Iowa State University Department of Public Safety, Room 55 Armory Building, Ames, Iowa 50011. Telephone calls should be placed to 515-294-4428.
- Anonymous complaints shall be accepted and investigated to the extent possible.
- Every effort shall be made to facilitate the convenient, courteous and prompt receipt of complaints.
- All complaints shall be reviewed by the internal affairs function and processed in a thorough and expeditious manner.
- A written record of all complaints against the department or its employees shall be maintained, regardless of their nature, scope or reasonableness.
- Internal affairs investigations shall normally be completed within thirty days of receipt; extensions may be granted by the Director only when extenuating circumstances exist.
- The Deputy Chief for Special Operations or designee shall be responsible for informing the complainant concerning the status of a complaint, to include at a minimum: verifying in writing, in person or by telephone that the complaint has been received for processing; providing periodic written or verbal status reports; and providing written notification of the results of the investigation upon conclusion.
- A conclusion of fact shall be made for each investigation into alleged misconduct.
- All affected parties shall be notified of the complaint disposition.
- Completed internal investigations shall be classified as follows: unfounded; sustained; not sustained; exonerated; or policy failure.
